One group is exploring options to help delinquent customers pay

For many people in Southern California and other states like Nevada that have long been delinquent on their payments the last two years, even paying their water bills, it will take them a minimum of two years without a late fee before their case is reviewed. To be considered delinquent an individual or business must demonstrate a prolonged lack of payment of their water bill. So, how are those who get two years of ignored warnings supposed to pay for their lack of attention? One solution being looked into involves giving them “credit” after they pay their first late bill.

Credit after delinquency on water bills

can either come in the form of “points” that can then be redeemed online after each bill is paid or it can come in the form of “credits,” which can be collected by county sheriffs. In both cases, if a customer has several credits against their name this can be a way for counties to determine if the delinquent customer should be further investigated for further delinquency. sheriffs often give extra credit to those with recent convictions for crimes like grand theft auto, burglary, vandalism, and repeat offenders. While some jurisdictions have already taken this step, most jurisdictions still investigate and try to seize vehicles associated with delinquent water bill payments.

Another potential source of collection for these water bills

comes from the local distribution companies. If a local distribution company notices a delinquent account and it is not one of those cited above as a reason for the shutoff, that account is then sent to a collection agency. Once that collection agency has collected at least two years of past balances on the delinquent accounts, then the account is considered “out of collections” and will no longer be offered for the collection. Therefore, any customers with more than two years of delinquent water bills are candidates for shutoff. In the past, customers without any water accounts in good standing were often turned down for collections, but that is not the case anymore.
